Bill was active in Redondo issues for 8 years before he was elected to the Redondo Beach City Council to represent District 2 in 2009.  Bill was reelected to the Council in 2013, and elected to a four-year term as Mayor in 2017.  He is now seeking reelection for a final, four-year term as Mayor.

Bill was born in Dallas, Texas.  In 1966 his family moved to the South Bay – he was 8 years old and thought he had found heaven.  Bill’s family spent their first two weeks in California at the Portofino Inn where he spent most of his days swimming in the Seaside Lagoon.

He grew-up in Palos Verdes and attended El Camino College after high school.  Bill went on to earn a degree in Chemical Engineering at Cal State Long Beach, and a Master of Business Administration at University of Southern California with a concentration in Finance.  He worked as a Process Engineer at Fluor Daniel, where he became an expert in air quality control equipment in the large local oil refineries and power plants scattered across Southern California.

During all this time Bill also worked as a Crew Chief for American Airlines at LAX, for a total of 41 years.  He is now retired and devoting his time to Redondo Beach issues and fighting lung cancer.

Bill became involved in local politics when the Heart of the City project reared its ugly head in 2001.  This project would have rezoned the AES power plant site for 2,998 condominiums and 650,000 sq.ft. of additional commercial development.  Bill, along with many others, has been successfully fighting ever since to stop these types of overdevelopment projects that are out of character with Redondo Beach, create traffic, and overwhelm our city services, infrastructure and schools.

Bill has lived in Redondo Beach for over 30 years and is married to Deirdre Brand, who recently retired from the Metropolitan Water District as Section Manager of Environmental Planning.  She worked at MWD for 26 years.  She is the proud mother of her daughter, Shannon West, who is a professional photographer.
